Federal Guidelines

In 1996, the Federal Highway Administration (FHWA) issued policy guidance to allow new technologies for billboards. Since then, most states have adopted laws or regulations to allow changeable-message billboards (static messages that do not scroll or feature animation or full-motion video.)
